Resolves the workflow policy overrides at the application level. Workflow policies support default values; therefore, if there are no overrides defined at the application level then this API will return the defaults instead.
Application level workflow policy overrides can be defined per workflow policy type. Therefore, within an application some workflow policy types may be overridden while some may still be using the defaults.
